A heat transfer system is the whole loop rather than the heater: pump, expansion vessel, filtration, valves, instrumentation and the piping that connects them. Most faults blamed on the heater are really elsewhere in that loop, and they present the same way, as a process that will not hold temperature.

The usual culprits are a pump losing flow, an expansion vessel that has lost its nitrogen blanket and is letting the fluid oxidise, or a strainer packed with degradation products. Each is cheap to check and expensive to ignore, because low flow raises film temperature at the heater and starts the degradation cycle over again.
